The Arts School in Grassington Road was closed, demolished and the land concerned redesignated for creation of shops. Tenders were sought from supermarket chains.

The one finally chosen was Safeway. The tender was not just about developing on Council owned land or land sold by willing freeholders. The tender included proposals for compulsory purchase of houses and for viable industrial businesses in Nelson Road. Once purchased these businesses did not re-site elsewhere. Thus UK Ltd and the redundant former factory workers became losers, just so that the Sidcup superstore could have a bigger car park. As well as the changes made for the purpose of building a bigger store and car park, traffic matters were considered.

At first these were fielded by a consultant from Addlestone who probably motored to Sidcup after the rush hour and would have no experience of public transport, nor of the congestion misery during rush hours in the town centre.
